Tutor
Jelle is a senior tutor in many courses on the European Patent Convention (EPC), specializing in substantive patent law (patentability, novelty and inventive step). He is also a tutor in the CEIPI Basic D course and author of "References to the European Patent Convention" (see www.hoekstradoc.nl).
Career
Jelle graduated in Mathematics, specializing in Industrial Mathematics and Computer Science. His final project was in the field of computer networks for factory automation, in 1986. In the same year he started work at Philips Factory Automation (CFT) in Eindhoven, as a consultant specializing in computer networks for factories and technical environments. His work involved analyzing existing and future networks, such as OSI/MAP, Internet, CAN, etc., for use within Philips. He designed specific real-time networks for use within Philips factories and Philips products, including medical systems.
In 1990 Jelle joined D2B Systems Co, Ltd. in Redhill, UK as the technical manager. He was responsible for the development of specifications, embedded software and hardware for D2B, a consumer electronics communication system for in-house and in-car use. D2B System was jointly owned by Philips and Matsushita. He got involved in patents and licensing of IPR while working at D2B, a company which was heavily reliant on its intellectual property rights.
In 1995 Jelle returned to Eindhoven and joined the Philips Patent department as a patent attorney (trainee). He gained his Dutch patent attorney and European patent attorney qualifications. Within Philips, Jelle worked in the group responsible for software implemented inventions and digital architectures. In addition to patent creation and prosecution, he also managed various IPR issues in these fields. This included counselling the business groups covering these areas, managing the portfolios in these areas (in terms of creation, prosecution, and maintenance) and acquiring and selecting invention disclosures by holding discussions/brainstorm sessions with inventors. He was also involved in patent licensing and patent assertion. His role involved advising Philips in several takeovers and divestments, by evaluating and valuing patent portfolios, among other things. He also advised Philips on IPR clauses in business-to-business contracts.
In 2001, Jelle and three of his colleagues founded DeltaPatents. Here he was not only able to continue his activities in the field of patents, but also to establish DeltaPatents as a leading institute for training patent professionals, in particular, training patent attorneys for the European Qualifying Examination (EQE).
